Purpose of the job                                                                                                               

To conduct investigations to resolve and /or mitigate harmful radio frequency spectrum interference related to electromagnetic radiation including radio waves, infrared, visible light, ultraviolet, e-ray and others as well as to control the possession and use of radio apparatus and to conduct enforcement activities on radio frequency spectrum licenses issued.

 

Key Outputs: The successful candidate will report to the Regional Manager: Gauteng and the responsibilities include: ● Resolution or mitigation of harmful radio frequency spectrum interference through determination of the type of radio apparatus used, filtering systems, operations against licence conditions and establishing if the operator is using the correct and dedicated radio apparatus ● Conduct Interference compliance audits across the Gauteng Province through measuring Output Power, Harmonics, bandwidth, spurious emissions and analysing intermodulation ● Investigation of high site radio frequency spectrum installations at locations across the Gauteng Province through determining the actual Physical locations and measuring of site performance against SANS standards, measuring Voltage Standing Wave Ratio (VSWR), forward and reverse power of the high site, cable loss measurements and sensitivity ● Deciding if the person [SB1] in possession of the radio apparatus does not comply with licence terms and conditions or is operating beyond the licence terms and conditions in terms of the ECA, ICASA Act and any other applicable regulations           ● Conduct Enforcement activity on issued radio frequency spectrum licences by: Identification of high radio frequency users, measure the high radio frequency users ● Compiling of affidavits detailing the findings of the investigations including technical reading of radio frequency usage and present it to a magistrate or judge who issue the warrant in terms of the ICASA Act section 17(G)(4) ● Execution of warrant and conducting search of the premises and seize the radio apparatus in terms of the Criminal Procedure Act 51of 1977 and the ICASA Act section 17(G)(2)

● Making appearances before the Complaints and Compliance Committee (“CCC”) to lead the evidence in terms of the ICASA Act section 17(F)(5)(f).

Qualifications and Experience: ● National Diploma (Electrical, Electronic or Information Engineering) NQF Level 6 ● BSc /BTech/bachelor’s degree in electrical/electronic or engineering would be advantageous. ● 3 years' experience in Radio frequency environment ● Radio frequency interference investigation experience would be an added advantage ● High level computer user ● Experience in use of Electronic Test Equipment and electronic measurements.
